Indira Awaas Yojana Tamil Nadu • Housing is an essential component for a living standard. • IAY is a blessing in disguise for the rural poor to have a quality of life. • Under the scheme construction of new houses and upgradation of kutcha houses are taken up. • For the year 2009-2010, total of 134014 houses are taken up for construction and 35068 for upgradation.
Construction cost • The Construction of an unit (a house) costs Rs.55,000 • This includes Rs.20000 as roofing cost, which is a concrete flat structure funded by the State • Out of the remaining amount Rs.26500 is the central share and Rs.8500 is the State share. • The cost of upgradation is Rs. 15000
Convergence • The scheme is dovetailed with the Total Sanitation Programme • The concept is to construct a toilet while constructing a house. • It is a compulsory component for the completion of a house. • Out of TSC Rs.2200 is the Government grant and Rs. 300 is the beneficiary contribution. • Loan upto Rs.20000 is given as DRI loans and for the year 2009-10, loans have already been issued to beneficiaries.
Convergence • Under the TSC, the beneficiary is sensitised about the need to construct toilets along with the house and in the order given to them there is a clause that reflects this. • While foundation is being laid for the house, same is done for the toilet without which the further progress is not al owed • Stage by stage bil is paid to the beneficiary only if the toilet also has the same progress • Intense supervision of the technical staff and the supervisory authority is ensured for construction of the toilets. • Final bil is paid only if the toilet is constructed and photograph shown and a written commitment by the field staff.
Convergence • The beneficiaries have been given awareness regarding the DRI loan and the terms and conditions • The DRI loan application have minimal procedure to be undergone by the beneficiaries • The Bank official makes a visit to the site and immediately clears the loan • Joint Account group is formed for recovery of loan.
Selection of beneficiaries • The beneficiaries under this scheme had been identified by a survey conducted to delineate ‘below poverty line’ (BPL)population among the rural mass. • The survey report is displayed in the prominent places of the Panchayat and the BPL list was placed in the Gram sabha for approval. • The Gram sabha had problems in accepting the list but it had the power to include the eligible case and delete the ineligible ones • Al the BPL household, having no houses are listed in the permanent waitlist and this has been again displayed before the approval of Gram Sabha. • Out of the identified BPL population prioritization for housing had been done and the priority list is placed in the Gram Sabha for approval. • Based on the approved list, each year beneficiaries are chosen for implementation of the scheme.
